   A question for those who are familiar with Havana:            The sign on this dilapidated house says: "A family lives
   Do you know where this is?                                                       here," because it is hard to believe that anyone could live

We don't know if this was done in purpose.
This sign should read "Abajo el Bloqueo" or Down with the Blockade, since Castro refers to the US embargo as a 'blockade.' But when it was used to patch one of the windows of this house at Calle 29 between F & G in Vedado, Havana, part of the sign was covered and now it reads "Bajo el Loqueo" which means 'under the craziness,' which happens to be the term used by most Cubans to refer to the last 46 years of Castro's rule.
